Four Wisconsin Projects Earn National Recognition for Excellence in Concrete Paving!
12/09/2025
I am pleased to announce my acceptance of the role of President of the Wisconsin Concrete Pavement Association (WCPA). I am humbled by this opportunity to lead such a respected and successful organization and want to express my gratitude to all who have been involved in the selection process.
Growing up in an environment that nurtured growth and perseverance has greatly contributed to my success as a leader in the industry. I am immensely grateful to my parents for instilling in me the importance of the value of hard work, financial responsibility, interpersonal skills, and living life to the fullest. This upbringing has not only shaped my internal beliefs and self-confidence but has also enabled me to become the person I am today.
For the past two years, I have served as the Vice President of the association, bringing my 20 years of experience from both the public and private sectors across Wisconsin. I am thrilled to continue working with all of you in this new capacity, and I am committed to providing the same quality service to our members and making a positive impact for the concrete pavement industry.
I consider it a privilege to follow in the footsteps of Kevin McMullen, who has been an exceptional President of WCPA for the past 25 years. I am deeply grateful that he will continue to be a valuable asset in the highway construction industry until his retirement in 2024. Under his leadership, we have established strong partnerships with national, state, and local organizations, as well as academia. I am committed to maintaining and strengthening these partnerships as we move forward.
I would like to express my sincere gratitude to the board of directors, members, and colleagues for their invaluable guidance and leadership, which has played a significant role in my personal and professional growth. Their mentorship and encouragement have presented numerous opportunities for me to develop and excel in this industry. Thanks to their direction, the association has become a highly respected leader in the nation.
I would like to extend a special acknowledgment to my family, particularly my husband Andy, who has been a steadfast support to me for 25 years. The unwavering support of my husband and our two sons, Blake and Beckett, has been essential to my success.
I feel privileged to be leading such a respected and accomplished organization. Count on Concrete is more than a phrase to us; it is a commitment to excellence and a testament to our dedication to quality.
Thank you for your trust and support.

Sincerely,
Jackie Spoor, President of WCPA
