WCPA is proud to offer TWO scholarship opportunities!
#1 WCPA ANNUAL SCHOLARSHIP
WCPA is an association of construction companies that primarily pave Portland Cement Concrete pavement on Wisconsin’s highways, airports, and municipal streets. Our purpose and goal are to promote and advance the concrete pavement industry to benefit the taxpayers and roadway users of Wisconsin. Our companies work with and employ engineering, construction, and construction management graduates to achieve our goals. Therefore, to encourage and support the future for our industry we annually give this scholarship.
It is our goal to award (5) $1,000 scholarships annually to one of each of Wisconsin’s civil engineering & construction management colleges. This includes the University of Wisconsin-Madison, the University of Wisconsin-Milwaukee, University of Wisconsin-Platteville, Marquette University, and the Milwaukee School of Engineering. If there are no applications received or no qualified applicants from a particular school, the scholarships will be awarded at other schools.
All Wisconsin Civil Engineering & Construction Management Students are eligible, with special consideration given to undergraduate students with an emphasis in transportation, construction, construction management, or materials engineering. The next deadline to apply is Monday, February 2nd, 2026.
Requirements for Application
1. Student must be enrolled in one of Wisconsin’s civil engineering and/or construction management schools:
- University of Wisconsin‐Madison
- University of Wisconsin‐Milwaukee
- University of Wisconsin‐Platteville
- Marquette University
- Milwaukee School of Engineering
2. The student must be pursuing a Bachelor or Masters of Science degree in Civil Engineering or Construction Management.
3. Student must be in good standing acdemincally.
4. Student course work must have an emphasis in transportation, construction, construction management or materials engineering.
#2 WCPA/HTCP SCHOLARSHIP
The Wisconsin Concrete Pavement Association (WCPA) is awarding four (4) $550 scholarships for the Highway Technician Certification Program (HTCP) Portland Cement Concrete Technician I Certification (PCCTEC-I) to students participating in one of the following programs at a Wisconsin college:
- Civil Engineering Technology – Associate Degree
- Construction Management – Bachelor Degree
- Construction Safety Management – Bachelor Degree
- Civil Engineering – Bachelor Degree
The application deadline is December 12, 2025.

2024 RECIPIENTS:
Casey Carlson (Marquette University), Shelby Kraus (UW-Platteville) were all recognized at the WCPA Annual Conference Tailgate dinner on Thursday, February 13, 2025 in Appleton, WI.
2023 RECIPIENTS:
Veronica Bevan (Marquette University), Grayson Frost (UW-Platteville) and Shelby Kraus (UW-Platteville) were all recognized at the WCPA Annual Conference Tailgate dinner on Thursday, February 15, 2024 in Madison, WI.
2022 RECIPIENTS:
Cael Large (UW-Madison), Kinga Ludzia (Marquette University), Ella Imhoff (UW-Platteville) and Jameson Morgan (UW-Platteville) were all recognized at the WCPA Annual Conference Tailgate dinner on Thursday, February 9, 2023 in Oshkosh, WI.

2021 Recipients:
Kellen Heinzen (UW-Madison), Gabriela Lukanus (Marquette University), Ryan Mai (UW Platteville), Javier Retana Jr. (UW-Milwaukee) and Gerrit Schoemaker (UW-Platteville) were all recognized at the WCPA Annual Conference Tailgate dinner on Thursday, February 11, 2022 in Pewaukee, WI.
