Wisconsin Projects Earn National Recognition for Excellence in Concrete Paving!

We are thrilled to announce that three outstanding Wisconsin projects have been selected for National Awards at this year’s ACPA Annual Conference! These projects have demonstrated exceptional quality, innovation, and dedication to excellence in concrete paving and will be honored with either Gold or Silver accolades. Below, we highlight the achievements of each winning project, which exemplify the best in our industry:

Green Bay Austin Straubel International Airport Rehabilitation

The 2023 rehabilitation project at Green Bay Austin Straubel International Airport, Project #GRB1012, was a standout example of efficient and high-quality concrete pavement work. Led by Vinton Construction Company, with Project Superintendent Dean Friedman at the helm, this project tackled some of the most deteriorated areas of the airport, including Taxiway A, parts of Taxiways M, D, D1, D2, D3, and sections of the Air Carrier Apron.

In collaboration with the WisDOT Bureau of Aeronautics (BOA) and various airport stakeholders, Vinton Construction executed a multi-phase plan that restored the pavement condition, which had deteriorated to a Pavement Condition Index (PCI) as low as 22. The extensive rehabilitation addressed critical issues such as surface popouts, failing joints, and reflective cracking, which were generating hazardous Foreign Object Debris (FOD). The project’s phased approach minimized disruptions to airport operations, allowing for a maximum of two taxiway closures at a time and maintaining safe, reliable access for all users.

The team’s ability to complete the project ahead of schedule, coupled with their seamless coordination with airport maintenance, ATC, airlines, and public safety personnel, underscores the project’s excellence in concrete paving practices and commitment to safety and quality.

Mineral Point High Street Reconstruction

The historic downtown of Mineral Point, a charming town in Wisconsin’s Driftless Region, saw a transformative infrastructure upgrade through the reconstruction of High Street. This significant project, led by Parisi Construction in partnership with the City of Mineral Point and Delta 3 Engineering, involved replacing the aging pavement with durable concrete that respects the town’s cultural and architectural heritage.

The project was the result of extensive planning and public engagement, which began in 2018. A dedicated steering committee, comprising business owners, local historians, residents, and other stakeholders, worked meticulously to ensure the design met both functional needs and aesthetic considerations. Over 15 meetings were held to discuss and decide on key elements of the project, ensuring that community input was integral to the decision-making process.

Throughout construction, Parisi Construction maintained exceptional communication with the public, offering bi-weekly updates and holding regular meetings to address potential conflicts and scheduling issues. This collaboration and attention to detail not only enhanced the functionality and safety of High Street but also preserved its historic charm, making it a truly superior project that will benefit the community for generations.

City of Madison, South Blair Street Reconstruction

The South Blair Street reconstruction in downtown Madison was a major urban infrastructure project, skillfully led by Trierweiler Companies, in partnership with the WisDOT Southwest Region staff and KL Engineering. The project focused on the full-depth reconstruction of a vital intersection known as the “Hairball,” where John Nolen Drive, Williamson, East Wilson, and Blair Streets converge.

As a crucial gateway through downtown Madison, connecting Lake Monona, the State Capitol, and major commuting and recreational routes like the Capital City Trail, this project required innovative solutions to maintain traffic flow and access during construction. Trierweiler Companies showcased their expertise in adjusting staging, coordinating closely with engineers and subcontractors, and completing the reconstruction of the Blair Street and East Washington Avenue intersection ahead of schedule. Their efforts minimized disruptions for local traffic and businesses while ensuring smooth integration with ongoing Bus Rapid Transit (BRT) developments.

The project also involved complex utility work in Madison's oldest settlement corridor, where private and public utilities were interwoven throughout. The team successfully managed these complexities and coordinated with the Wisconsin Southern Railroad (WSOR) for infrastructure upgrades, all while adhering to stringent time restrictions and safety standards. The result is a beautifully reconstructed corridor that enhances safety and accessibility, demonstrating the best of concrete paving practices.
